July 31, 2008Costa Mesa, California - NATIONAL NIGHT OUT SET FOR AUGUST 5, 2008On Tuesday, August 5th from 6-9 pm, neighborhoods throughout Costa Mesa are being invited to join forces with thousands of communities nationwide for the “25th Annual National Night Out” (NNO) crime and drug prevention event. Residents in neighborhoods throughout Costa Mesa and across the nation are asked to lock their doors, turn on outside lights and spend the evening outside with neighbors and police. Many Costa Mesa neighborhoods participating in NNO are hosting a variety of special events such as block parties, cookouts, ice cream socials, and youth activities.
National Night Out is sponsored by the National Association of Town Watch (NATW) and co-sponsored locally by the Costa Mesa Police Department. It will involve over 11,000 communities from all 50 states, U.S. territories, Canadian and military bases around the world. In all, over 35 million people are expected to participate in “America’s Night Out Against Crime” on August 5th. NNO 2008 is being supported in part by TARGET, the national corporate sponsor.
National Night Out is designed to: (1) Heighten crime and drug prevention awareness; (2) Generate support for, and participation in, local anticrime efforts; (3) Strengthen neighborhood spirit and police-community partnerships; and (4) Send a message to criminals letting them know neighborhoods are organized and fighting back. During the evening, the Police Department will be visiting 12 locations that signed up to participate in NNO 2208. Those locations are:

2008-2014 HOUSING ELEMENT GP-08-03 AND
FINAL SUPPLEMENTAL PROGRAM EIR FOR THE HOUSING ELEMENT
NOTICE IS HEREBY GIVEN that the Costa Mesa City Council will hold a public hearing on the following items:
Ø PROPOSED 2008-2014 HOUSING ELEMENT UPDATE GP-08-03. The City of Costa Mesa has prepared a technical update to the Housing Element of the Costa Mesa General Plan as required by California Law Government Code Section 65588 (e) and has analyzed the potential environmental impacts associated with the proposed Housing Element Update.
Ø FINAL SUPPLEMENTAL PROGRAM EIR. The City prepared a Supplemental Environmental Impact Report (SEIR) to the General Plan Program EIR, as it relates to the 2008-2014 Housing Element update. The SEIR does not change the environmental conclusions of the original Program EIR (SCH#200031120) certified in January, 2002, nor does the SEIR identify new impacts/mitigation measures.
IF THE AFOREMENTIONED ACTION IS CHALLENGED IN COURT, the challenge may be limited to only those issues raised at the public hearing described in the notice, or in written correspondence delivered to the decision-making body at, or prior to, the public hearing. Notice Inviting Bids
NOTICE IS HEREBY GIVEN that sealed proposals for furnishing all labor, materials, equipment, transportation and such other facilities as may be required for
ROOF REPLACEMENT AT THE OLD CORPORATION YARD AT 2300 PLACENTIA AVENUE, CITY PROJECT NO. 08-14, will be received by the City of Costa Mesa at the Office of the City Clerk, 77 Fair Drive, Costa Mesa, California, until the hour of
10:00 a.m., Thursday, August 28, 2008, at which time they will be opened publicly and read aloud in the Council Chambers. Sealed proposals shall bear the title of the work and name of the bidder but no other distinguishing marks. Any bid received after the scheduled closing time for the receipt of bids shall be returned to bidder unopened. It shall be the sole responsibility of the bidder to see that his bid is received in proper time.
A set of Bid Documents may be obtained at the Office of the City Engineer, 77 Fair Drive, Costa Mesa, California, upon nonrefundable payment of $30.00. An additional charge of $10.00 will be made if handled by mail. Bid Documents and other contract documents may also be examined at the Office of the City Clerk of the City of Costa Mesa. Bid Documents will not be mailed unless the additional $10.00 charge is included with payment.
Each bid shall be made on the Proposal form, sheets P-1 through P-9a provided in the contract documents, and shall be accompanied by a certified or cashier's check or a bid bond for not less than 10% of the amount of their bid, made payable to the City of Costa Mesa. No proposal shall be considered unless accompanied by such cashier's check, cash, or bidder's bond.
No bid shall be considered unless it is made on a blank form furnished by the City of Costa Mesa and is made in accordance with the provisions of the Proposal requirements.
Each bidder must have a C-39 (Roofing Contractor) license and also be prequalified as required by law.
A Contractor using a craft or classification not shown on the General Prevailing Wage Determinations may be required to pay the wage rate of that craft or classification most closely related to it as shown in the General Determinations effective at the time of the call for bids.
The Contractor shall comply with the provisions of Section 1770 to 1780, inclusive, of the California Labor Code; the prevailing rate and scale of wages established by the City of Costa Mesa, a copy of which may be obtained from the City Clerk of the City of Costa Mesa; and shall forfeit penalties prescribed therein for noncompliance of said Code.
The City Council of the City of Costa Mesa reserves the right to reject any or all bids.
