1 Immigration The furor technically started in December 2005 when the Costa Mesa City Council voted to have city police trained for immigration enforcement, but immigration was an issue throughout 2006. Starting with the arrest of a protester at a January council meeting and ending with a federal immigration agent being placed at the city jail in December, the “I word” was never out of the local or national news for long.
